The modern version of the Puppet Technique used by shinobi was first created by Monzaemon Chikamatsu of Sunagakure.[2] Monzaemon originally intended the Puppet Technique for purely entertainment purposes, but by collaborating with shinobi he adapted the skill for combat.
Performing the Puppet Technique involves using strings of chakra (SEE CHAKRA STRINGS JUTSU) to connect a puppet to its user's fingers, with the fingers' movements controlling the puppet's actions. Less experienced users will connect all ten of their fingers to a single puppet, with each finger controlling a specific joint or mechanism. As a user becomes more experienced they require fewer strings to control a single puppet, until finally they can control a puppet using only one string. With this growing mastery, users also become able to control multiple puppets at a time, ten being the normal limit (one per finger). No matter how many strings are being used per puppet, the user's will plays a large role in a puppet's movements, thus creating an inevitable time lag between the user's commands and the puppet's response.
In the event that an opponent gets too close, some puppeteers have devised countermeasures: certain puppets created by Sasori, such as Sanshōuo and Hiruko, are intended to be controlled from the inside, acting as shields for their puppeteers; Chiyo replaced one of her arms with a Mechanical Light Shield Block, giving her a defensive option to use in emergencies; Kankurō is in the habit of disguising puppets as himself, causing opponents that attack him to instead fall into his puppets' clutches.
Because puppeteers rely on their puppets for almost all aspects of combat, keeping the puppets safe is of paramount importance. At the simplest, this means not allowing the puppets to be destroyed or otherwise disabled.[11] More than that, it is also vital to keep how a puppet works secret from opponents. If an opponent knows what weapons or traps a puppet is outfitted with, the puppeteer will lose the advantage of surprise that so often gives them the upper-hand. If an opponent knows how a puppet is designed – which, unlike weapons and traps, cannot be greatly altered by the puppeteer – they can focus their attacks on the puppet's structural weaknesses.
If you have D Speed - you can control one puppet a time with efficiency.
If you have C Speed - you can control up to two puppets at a time with efficiency.

Each puppet is mechanically engineered for a specific purpose. Some of them are meant for protection purposes, some for swift attacks, others for smashing down obstacles. How do we represent this?
Puppets are given stats which derive directly from the puppeteer. The more skilled the puppeteer the more powerful/dangerous the puppet becomes. Each puppet will be given a "Primary" which determines its niche, and a "Secondary" stat and "Tertiary" Stat to determine its other priorities. Each puppet has a Strength Stat, a Durability Stat, and a Speed Stat.
PRIMARY Stats = The user's SPEED Attribute. (Ex: If the user has C rank Speed - the puppet's primary will have C rank in that stat).
SECONDARY Stats = The user's SPEED Attribute - 1 Tier. (Ex: If the user has C rank Speed - the puppet's secondary stat will have D Rank).
TERTIARY Stats = The user's SPEED Attribute - 2 Tiers (Ex. If the user has C rank Speed - the puppet's tertiary stat will have E Rank).

Drawbacks:
Controlling a puppet requires most of a puppeteer's energies and attentions. Not only does this mean a puppeteer is vulnerable when they are controlling a puppet, it also tends to mean they cannot fight very well without a puppet, as their combat style relies so heavily on them. As such, puppeteers try very hard to hide or at least keep their distance from opponents. Must constantly expend chakra via the Chakra Strings jutsu to use this fighting style. Chakra gives away the user's location by sensors, and those with superior tracking can locate the user's chakra strings to find the puppeteer.

These strings are constructs made from very concentrated chakra, therefore they can be seen by people besides the user. These strings essentially act as an extension of the user which allows them to manipulate whatever is attached to their strings - such as hidden weaponry in a puppet - as they please. Chakra can also be transferred via the strings, such as to activate techniques that the puppets can use. The chakra strings can also be attached to other objects, allowing the user to control, or at the very least disrupt other things.
In one instance, Kankurō uses chakra strings to trip Naruto Uzumaki when they first met. In another, Chiyo uses chakra strings to control a person like a puppet. Kankurō has shown the ability to attach his chakra strings to those of another user's.

The Strings only have E rank Strength, ergo they can only be used on an opponent who doesn't notice them or who is willing to let them be used on him (as anyone can resist them). The Strings can be cut, forcing the jutsu to be reapplied! C rank upkeep on this jutsu.

Kugutsu Jutsu
Beyond these two jutsu, other techniques for Puppets exist. These are coordinated maneuvers used by the puppeteer to damage his opponents. They are martial jutsu here on Genesis. Any projectile based jutsu however is literally just shooting projectiles (and ergo is silly to consume stamina for mechanically). Below is an example of a typical Kugutsu jutsu.

The torso is left behind while the arms, legs, and head are positioned around Kuroari, each with a sharp blade. Kankurō guides the separate pieces into slits in Kuroari's torso, impaling the victim inside.
Adds an A rank to the damage of the puppet's hit.
